As the year draws to a close, the hoped-for peace settlement between the Philippine government and the once separatist Moro Islamic Liberation Front (MILF) looks as distant as ever. This was supposed to be the year when legislation to activate the Comprehensive Agreement on the Bangsamoro, painstakingly negotiated by the two parties, sailed through the Philippine Congress, quickly followed by a plebiscite, a transitional administration and regional elections to coincide with national polls next May.
