I COULD not believe what I was hearing. There I was, on Sept 2, with more than a thousand people, nearly all foreign visitors with a sprinkling of locals, attending the opening ceremony of the 16th International Anti-Corruption Conference (IACC) in the magnificent hall of the Putrajaya International Conference Centre.
