IN international politics what does not happen can frequently be as important as what does. Today, June 22, is the 50th anniversary of the Basic Treaty that established diplomatic relations between Japan and South Korea. Surely a time for celebration, yet events to be held in Seoul and Tokyo are likely to be muted and well-guarded.
