The avenue to this end is better education: access to higher education and skills training. Not that these are not already standard policies. In place is free universal education in all but name. Few obstacles, if any, stand in the way of a childs access to schools. Who then is to blame for the failure if not parents and guardians? In remote areas, for example, children attend boarding schools.
