I REFER to your report, “Dr Hilmi: Current law lacks punch” (NST, Aug 25), in which Deputy Health Minister Datuk Seri Dr Hilmi Yahaya expressed disappointment when he said “the current provisions under the Food Act 1983 is supposed to stop teenagers below 18 years old from buying the cigarettes… But, to me, it has failed”.
