AS the proposed œbasic law that will underpin the creation of the Bangsamoro political entity in the southern Philippines finally landed in the Philippine Congress after some four years of tough negotiations right till the very end, including tense moments when the draft law underwent fine scrutiny by Philippine President Benigno Aquino, one would have thought this legislative process would be more or less a mere formality before the law eventually gets endorsed through a plebiscite.
