KUALA LUMPUR, 13 September 2021: Students of institutions of higher learning (Institut Pengajian Tinggi or IPT) who do not complete two doses of COVID-19 vaccine will not be allowed to continue their studies on campus, said Higher Education Minister Datuk Seri Dr. Noraini Ahmad.
Instead, Datuk Seri Dr. Noraini stressed that they have to follow teaching and learning online and are only allowed to return to campus after receiving a complete vaccine dose.
“Only students of institutions of higher learning (IPT) who have completed two doses of COVID-19 vaccine are allowed to study hybrid on campus,” she told Mingguan Malaysia.
The Minister said the directive applies to all, including private universities, polytechnics and community colleges as stipulated in the SOP set by the National Security Council (NSC).
“Ministry of Higher Education will hold a campaign to encourage students to take the vaccine in an effort to create a safe environment on campus,” she said.
According to MOHE records, more than 195,000 public IPT students do not have vaccination registration records so far.
The number is higher than private IPT students who have no vaccination record, which is about 51,000 or 10.2%.
Overall, about 37.5% of public and private IPT students do not have vaccination status records based on current MOHE records.
Therefore, Datuk Seri Dr. Noraini has asked the university management to provide the latest student vaccine status data immediately.
Apart from that, the Minister said, in an effort to speed up the vaccination process for students, she held discussions with the Minister of Health, Khairy Jamaluddin last week.
“Alhamdulillah, the government has agreed that IPT students who have not yet been vaccinated, can get the vaccine by ‘walk-in’ at the open PPV.
“Existing students only need to show the student’s matriculation card, while for new students, they need to bring a letter of offer for admission to IPT,” the Minister added.
Currently, the COVID-19 Immunisation Task Force (CITF) receives records from the MOHE which show that a total of 547,595 public and private IPT students nationwide have been vaccinated.***
